transaction report with secondary key

I believe this is a bug. I have produced transactions reports with
primary and secondary key and the styles are not applied correctly:
The sub-heading/total (as it's called in the HTML stylesheet
properties) is ON:Y applied to the very first primary key heading. It
is not applied to subsequent primary key heading and it is not applied
to any primary subtotals.
Can anyone confirm this?
How can this be fixed? I had a brief look at the .scm file but cannot
make out the problem.
