Correct. On Windows you can only have one copy at a time. It used the
registry to report the location of the installed version. When you
install 2.3.15 it overwrites the registry and makes 2.2.9 fail to find
itself.

I'm not 100% sure this will work. I think there may be some C code that
is locale-specific, too. I could be wrong; Christian would know for sure.
