Using the Wiki is an excellent, if only I could work out how!  I've an
account but it is not obvious to me where I should place a requirements
spec.

Also, I found this
http://wiki.gnucash.org/wiki/WishList#Transaction_Tagging_or_Labeling dated
February 2010 - is there any of finding out whether any of the regular
developers are working on this already?

I recommend you use http://wiki.gnucash.org/wiki as the place to write it
up.
