I have done the latest build, and following the instructions for 3.17 (think it was) on the WIKI worked fine for me, I've responded to this same post on the Dev list, but keeping here too, I believe (right this second) that the issue is probably that you have to enable backports repository (or one of the other optional ubuntu repositiores) to get this to work.
I don't have a base 10.04 install so can't check, but the only thing "special" in mine is that I have firefox PPA, and then I have all the optional repositories (backports were useful to me for getting sound to work on my laptop for a while, so had added due to that, and then just never bothered to remove).
