Ah, the usual techie-non-techie miscommunication

"Local host" is your own computer. Might at first seem an odd way to do 
it, but if the developers wanted it to be possible to have some data 
ever come from EITHER the outside or from within if they do it this way 
they can do it with one set of code. If the address is an address out in 
the internet gets it from there or if "local host" gets it from itself.
