That bug was about the splash screen freezing when "couldn't lock" fired and some sort of deadlock prevented the "couldn't lock" dialog from being displayed.

Your problem seems to be that the lock file isn't getting removed when you close gnucash. Try deleting the lock file with Windows Exlorer, then starting, quitting, and restarting Gnucash. If the problem persists, file a bug report.
