It was already a known bug,  Bug 361285 
I just tested this in 2.3.8 on windows XP and the Ctrl-F or Edit > Find
allows the refine search to function perfectly well, although the search
window does disappear each time.

I also tested 2.2.9 on the same system and refine search options do not
work.  It seems that 2.3.8 has gotten the refine search fixed.

I would STILL like my search window to stay open!
