VAT reports

Yes, you can setup your chart of accountsl, e.g.

+ Assets
    + Current assets
    + Receivables (?) (Vorderingen in Dutch)
       + VAT (Omzetbelasting)
          - VAT Current account (Omzetbelasting rekening courant)
          - VAT Payable 19% (OB te betalen hoog)
          - VAT Payable 6% (OB te betalen laag)
          - VAT Receivable (OB te vorderen)
...

For a VAT report you then create a transaction report in which the VAT  
accounts are selected (and no other accounts).
