"Edit exchange rate" has stopped working (2.2.9)

Actually this has nothing to do with the volume or money, but rather the
price of one currency in another.  For example, going from Dollars to
Lira could've been problematic because 1 Lira was something like
$(1/1000000) or some tiny tiny amount.  This would overflow (underflow?)
the exchange rate.
