reply-all should be discouraged

This is an old chestnut on this list that is regularly discussed.
Generally for posts sent to the list, if one just Replies then it goes
to the sender only and not to the list.  I keep forgetting to click
Reply to All and would prefer that Reply goes just to the list by
default.  Others like it the way it is.
