Odd Register Behavior When Trying to Add An Account

Once the Account list is popped up, I cannot add a new account; it only allows me to select an existing account. Once the popup is dismissed (by clicking the button to the right of the register field), I can type in the new account and get asked about creation.
I will check to see whether I am tabbing off the field, or pressing enter, and whether that changes things.
