Foreign Currency Exchange

I figured out how to use the price editor to set up the exchange rate but it
seems that every amount I enter it wants to assume is USD regardless of
whether I'm entering it into a USD account or not.  

How can I get it to understand that I'm entering PHP (peso) instead of USD
for a particular account?
