It would seem to me that the following, while terse, is nonetheless a complete explanation of the process for getting F::Q to work on Windows. This text is copied from the wiki link that was provided to you. Perhaps you could add to this to make it clearer in your estimation, rather than adding a new wiki page.

For online retrieval of price quotes, you will need to install Perl and Finance::Quote. Download and install ActivePerl 5.8 or 5.10. Contact details are optional, just choose the MSI installer for your system.
