GC 2.3.16 RC1 will not install - Win 7 64bit

Hello,

I just d/led 2.3.16 RC1 and I'm trying to get it installed under Win 7 
64 bit, but I never get the installer window.  It shows 
gnucash-2.3.16-setup.exe and gnucash-2.3.16-setup.tmp in the task 
manager, but I'm getting no popup window for the installer.  I removed 
2.2.9 before I started the install.  Also, is there a 64bit version of GC?
