Can't post invoice

Hi,

I've upgraded to 2.3.13. When I post an invoice I'm asked for an account
(Post to account)
but the drop down list is empty. If I try the New button next to it, the
list still isn't populated.
I've not seen this problem before in previous versions. What am I missing?
