How to install Finance:quote? Windows 7

Uninstalled Active Perl 5.12
Installed Active Perl 5.10

from start menu clicked all programs.  No gnucash shows up, nothing, nada. 
So I checked my hard drive

Program Files (x86)> gnucash> bin> found 'install-gq_mods'  which is a
windows command script.  I'm assuming this is it.  Can I just run it from
there?  

As i stated, it's not showing on the start menu
