Recording bills w/budget payments

That will work.  I usually don't bother with the intermediate liability account and just Dr Expense:Ut:Elec Cr Asset:Bank.

Is the correct way to record an expense that has a monthly budget payment:
Dr. Expense:Utility:Electricity, Cr. Liability.  Then when it comes due, Dr.
Liability, Cr Asset:bank account?
