update and reconcile (U+R) during OFX import updates too much

I don't believe GnuCash did update the date prior to the U+R functionality.
I asked for the ability for the U+R import to not import descriptions in 
https://bugzilla.gnome.org/show_bug.cgi?id=643528 Bug 643528 , and while the
suggestion was not rejected, it hasn't been implemented either!
I ended up turning it off as I found the downside to the descriptions
getting messed up outweighted the advantages of the dates getting updated.

The reason I like the dates to get updated is (as has been suggested) for
reconciliation purposes.
