1. No.

2. Gnucash supports Postgresql and Sqlite3 as well as MySql. Postgresql is also server-based, but Sqlite3 produces local files and requires no external software. There exist ODBC drivers for Sqlite3 which should enable you to import to M$ Access.

3. I'm working on that, though other tasks have taken priority lately. 

Be sure to read through some of the other threads in this list about accessing Gnucash data via SQL.
