The problem would be one of "generality". There could be no "one size 
fits all" format. Each different jurisdiction likely to have different 
requirements for the format required for filed reports. That makes a 
"tool" for this needing to have close to the capability of an "editor". 
Not quite as big a project as for a general purpose editor but still 
perhaps as large as most of the rest of gnucash.
