File storage question...should be easy fix

To be sure I understand your message correctly: Windows doesn't allow you to 
save the "environment" file after you have added the line
HOME={APPDATA}/GnuCash
Is that it ?

Is that file marked as read-only by Windows ? Have a look at the file's 
properties (right-clik on the file -> Properties)
