I can confirm this happens on my system as well with a dummy set of  
account: create a checking and a savings account, put in some  
transactions, reconcile one and you will see the Income: accounts from  
which you would get your interest; finish up; then reconcile the other.  
When you bring up the Enter Interest Payment dialogue, you won't see the  
Income accounts.
