Well, I did find the answer.

It appears that when a transaction on a credit card is authorized by a bank
there is a delay before the name of the payee is added.

If the statement is downloaded before the payee name is added by the bank,
it appears that the lack of any information after the "P" upsets
/usr/share/gnucash/scm/qif-import/qif-to-gnc.scm and
/usr/share/gnucash/scm/qif-import/qif-to-gnc.scm.

Unfortunately this results in a very unhelpful and misleading "A bug was
detected while converting the QIF data".

It is not a bug - it's just a missing piece of information.

I cannot see why the QIF Import function does not just accept the
information provided in a legitimate QIF file - in other words just accept a
blank after the "P" exactly the same as it accepts a blank after "M"  and it
would then be left to the user to see that the payee is not included and
take any action deemed necessary (add it manually, or delete it and wait for
a later statement).
