I looked into this, and I see the problem you indicate. However, I also see that the Concepts & Tutorial Guide *does* indicate this requirement in section 8.6.1 Initial Price Editor Setup.
In looking over the two sections, it seems to me that clarifying these sections might take a good bit of writing. It also seems to me that the Concept Guide in this case is much better fleshed out. I added bug 651498 just now to address one clarification, but I think more could be done here.
