More than likely you were using the SQL backend with your old file and neglected to install the necessary dbi-driver package (presumably libdbd-sqlite3) when you upgraded to Ubuntu-11.
In any case, we don't distribute binaries for linux, so any issues of this sort are with the distribution's packagers. You'll have to take it up with them.
