(I'm on Windows Vista, gnuCash 2.4.7; addicted since April, 2009)

What I offer is a workaround, not a solution:

I virtually never type in splits; I copy the prior transaction (txn).

In the appropriate Account Register, I put the cursor on the prior
month's existing txn, and I Alt+N,C (copy).

Then I move the cursor to the bottom of the txn list, and I Alt+N,P (paste).

Then, I edit the newly copied txn: changing the txn date, txn total
amt, split descriptions and split amts, if necessary. The split sort
sequence remains the same on the newly copied txn.

You should:

Using your paycheck example: On your existing paycheck txn, you should
manually get the splits in the order you want. Then, every new
paycheck, just copy/paste the previous paycheck txn; then edit the txn
date, total amt, and splits amts, if necessary.

Again, this is not a solution, only another way of doing things.

PS: As a side note, I find using the copy/paste txn technique easier
than using gnuCash's scheduled txns.
