downloading issue

Please remember to cc the list on all replies by using "reply all" (the double arrow).

Check the permissions on the file, then. Go to it in Finder, pick "Get Info" from the context menu, and at the bottom of the resulting window you'll find "Sharing and Permissions". If it doesn't say that you have "Read" permission, change it so that you do.
