Unable to manually edit budget values and problems with estimate budget tool

Oh, thanks Colin! Yes, I was hitting <tab> instead of <return>. Hitting <return> does allow values to be entered. That little pearl of wisdom seems worth putting into the gnucash tutorial and concepts guide!
