The bug you are referring to is
"Bug #639082 - General Journal report reports an error" [1]
which I fixed and backported to 2.4.

However, the fix appears only in 2.4.9, while the original poster reports the 
problem in 2.4.8.

Garey,

Can you download GnuCash 2.4.10 (2.4.9 has problems on Windows) and see if the 
general journal report works no for you ?
