Decimal point

[Alain Cageda]

I found the "environment" file but only LANG, set by default to "nl_BE". I don't find anything beyond that seeming to relate to languages much less figure format or anything.

The only exception is in Scheduled Transactions, where they are saved as
text strings so changing locales will break SX settings.
