using account setup in a new empty file

 > File > New File should do what you want.  Then Cancel the setup wizard
 > if you want to start with nothing.

I do not want to start with nothing. I have spent some time to build a 
structure of accounts. I want to use this structure (this accounts, it's 
specific currencies, all suppliers and customers, etc.) in a new file 
which has no entries (no actual payments).
