using account setup in a new empty file

File -> Export -> Export Accounts will be a starting point.  I'm fairly sure 
that it will create you a new file, containing only the Chart of Accounts, 
with no transactions.

I'm also fairly sure that the customers and vendor data, along with scheduled 
transactions and budgets won't be in the new file.  :-(
