I don't know about OS X. I seem to remember the Quartz build requires 
some special tricks at startup of the application to get gconf running 
properly.

On Windows it works if you invoke the command from the gnucash bin 
directory (just verified this on my Windows XP test box). So you can
- start a command prompt
- cd to where you have installed gnucash (eg c:\Program Files\gnucash\bin)
- run the above command
