I had to read this line a couple of times before I interpreted it
properly (likely because I'm not a native English speaker). So just for
clarity I'll rephrase it:
The fact that your distro builds gnucash against guile 2 should be
considered a packaging bug in your distro. GnuCash may build fine, but
it doesn't run when using guile 2. For GnuCash to work, it needs either
guile 1.6 or 1.8. Since 1.6 is pretty old, guile 1.8 is currently
recommended.
