Did you mean to be asking "Using Windows 7, how do I set up a shortcut to
ANY program that I might have installed or how to get this new program
pinned to the taskbar?"
[No. My question is how do I run the GNUCash software (from all the GNU
files I have restored from my dead laptop)?
A. Can someone point me to an "executable" that I would double-click on? Or
B. Do I need to download the application from the GNU site?
If yes, is there a way I can figure out what version I was previously on?]
(yes I understand, you are asking in terms of gnucash, but the fact that
you are asking this question indicates you need help with Windows 7 BASICS.
Hopefully somebody on this elist is using Windows 7 and can help you learn
this. [Again with due courtesy, no, that is not the issue])
2. In the event I need the application downloaded again (from the GNU
> site), how do I retain use of the data from my past use?

When you have started gnucash, you will ignore any file that it has chosen
to open and instead instruct it to "open" the file that you want to open.
Programs and data are different. After you have done this once, that file
(that set of books) will be in the "recently used" list and you can just
select it from that except if you are only using one set of books you won't
have to as gnucash will begin by opening the most recently last used
(unless like me, with several so which you want to open unpredictable, you
open the application "nofile" [thank you, this is helpful])
