I did remove the .txt extension but I didn't edit the .gnucash/config.user
file.
I will try this.

I assume you removed the .txt extension and edited your .gnucash/config.user
file?
 
If not you need to add something like:
(load "/home/username/.gnucash/fancy-invoice.scm")
to it and try again.  You'll need to restart GnuCash.
 
There was also this bug https://bugzilla.gnome.org/show_bug.cgi?id=670008
