If you want the most recent stable version, the easiest route for Ubuntu
12.04 is to use the version at http://getdeb.net/ -- currently that
repository includes GnuCash 2.4.13 compiled for Ubuntu 12.04, 12.10, and
13.04.

(I'm not sure why there's no package available at GetDeb for Ubuntu 13.10;
it could be either a technical issue or an oversight.)
