Ten seconds' inspection of gnu-fq-dump shows that if the symbol is 
flagged "(deduced)" then that message will be produced. 

IOW, if the relevant quote-fetcher (which AIUI you wrote) fails to return 
the "symbol" entry as expected then gnu-fq-dump will tell you the quote 
cannot be used.
