currency trading accounts and balance sheet

That fixed it. I see that the option setting is not a global, but per
report, no big deal though.  

And yes, I do have the prices stored in the price editor.

The Balance Sheet report by default does give the output you are
experiencing.
To rectify this, change the report's Commodities settings:
Options > Commodities > Price Source
Change this from Average Cost to Most Recent or Nearest in Time.

This is assuming you have some prices stored for the currency in the Price
Editor.
