I recommend that you use the version of GnuCash that is provided for your version of Ubuntu.  It is the simplest choice.

I can explain that Ubuntu/Debian considers version number 2.28.1-0ubuntu1 to be less than 2.28.1-2.  To experience such an issue it seems like you are trying to mix packages from various systems.  I advise against attempting to install packages from other versions of Ubuntu (or other Debian or Debian-based systems).

In another message you mentioned trying to build from source.  Building from source is not nearly as simple as just installing an available package.  Trying to build the current release of GnuCash on an older OS will be even more difficult.  It would likely require you to also build and update additional libraries on the system, which could then affect other programs on the system.  I advise against this approach if you are not familiar with the process of programming in C.

As for updating your Ubuntu system, I have Ubuntu 13.04 on multiple computers from 2006 or earlier.  As another response indicated, if your video card does not perform well with Unity's use of 3D you can choose other desktops such as Unity 2D or Gnome Classic.
