    That's misuse of a budget report, misunderstand of what a "budget" is.

    You use the budget feature to PLAN income and expenses for the time 
period.
    You use the actuals (Income Statement) report to TRACK what the 
income and expenses for that time period were.

If your budget report said that you plan was OK (enough income to cover 
expenses) and then your actuals indicate you are remaining "within 
budget" you are OK. But if the actuals indicate that you are going "over 
budget" (too high expenses or too little income) then you are in trouble 
and need to make adjustments.
