Budget total income and expense figure

For my own use, I've written a budget report which provides this.  I can 
send it to the list with instructions about how to use it.

For gnucash 2.6 which is being worked on, I've done some work on the 
budget tool to provide both totals for accounts, and also month and year 
totals for income and expenses.
