Using Libre Office Calc on my Mac (OS X 10.8), I can simply Open the exported HTML file, and it is opened in a spreadsheet page.
Opening the same file in a Virtual Machine running Ubuntu 12.04 using LIbre Office Calc, I find I'm forced to view it as a LibreOffice Writer/Web file, not in a spreadsheet format.
In practice, either format allows me to edit the report - it could be argued that it's safer to be editing in a word processor, because there is no expectation that formulae will adjust totals etc behind the scenes.
