Hmm, does you suggestion allow to have two independant counters for quotes and
invoices not leaving holes in either of the sequence (counting invoices
without gaps/holes is required by the law here)?

My understanding it that you cannot have:

quote-1 --> invoice-1; quote-2 --> (no invoice); quote-3 --> invoice-2 etc.?
