Brief answer is 'both'.

I changed the accounting period from 2011-12 to 2012-13 a day or two
ago. Since then, I have rebooted the computer.

This morning, I created a cash-flow report and was surprised to see
that the period was for the year before the one I wanted. I checked the
settings for the report and the start date was set for 'start of
accounting period' and similarly for the end date. I then checked the
accounting period and found the change I'd made previously hadn't
taken; I set the accounting period to 2012-13, closed the panel,
reopened it and the date had reverted to 2011-12. I realised that I'd
have to give up on that so changed the date setting in the report to a
fixed date via the left-hand radio buttons instead of the option
available from the RH radio buttons.

In amongst the above, I refreshed reports and also made new ones a few
times.

@Geert ======
The version of Gnucash is 2.6.0 and was built by openSUSE and is on
their GNOME:Apps repository.

Once I'd installed 2.6.0, I've not used 2.4.13.

As for the trace-file, where would I find that?
       ======

I've tried running from console and only got these messages:
+++++++
Found Finance::Quote version 1.18
java version "1.7.0_45"
OpenJDK Runtime Environment (IcedTea 2.4.3) (suse-24.9.1-x86_64)
OpenJDK 64-Bit Server VM (build 24.45-b08, mixed mode)
+++++++

I switched date format from DD/MM/YYYY to DD.MM.YYYY - which took OK -
but the dates still reverted to 2011-12 after changing to 2012-13.

Switching dates from 'absolute' to 'relative' was saved successfully
but no changes to absolute dates could be saved.

I hope some of the above is some use.
