I'd think the best option would be a local Mac or Linux user's group. If there isn't one, look for a local shop that says it services Macs and ask if they have or know of a command-line expert. There are links at the bottom of http://www.apple.com/support/mac/ for finding the nearest Apple Store or authorized reseller which might help. Best Buy has their "Geek Squad", but I don't know if they'd necessarily have someone who knows enough about the unix command-line to get it done.
As a sort of a stop-gap, you could create a new user, allowing it to "administer the computer", and run gnc-fq-update while logged in as that user. The Fink and MacPorts installation scripts are obnoxious, but I don't think that they're so evil that they set their paths in the global profiles.
