Well, you said that you’d tried everything that’s been mentioned in the list, so presumably that includes deleting Strawberry and /or ActiveState perl and running Install Online Price Retrieval. Try it again, but first right-click on it in the menu and select properties. In the Target line, got to the beginning and make it look like
C:\WINNT\system32\CMD.EXE /K “C:\Program Files (x86)\gnucash\bin\install-fq-mods.cmd” 

That will keep the window open after it quits, and you’ll be able to examine it to see what if anything went wrong.
