If you're not using perl for anything else, just remove ActiveState perl and run Install Online Quote Retrieval again. It will install Strawberry perl for you, and that's known to work.
Otherwise, downgrade (maybe it's upgrade since ActiveState 5.16 is broken) to ActiveState 5.14, which provides Finance::Quote 1.27 (see http://code.activestate.com/ppm/Finance-Quote/ for what versions work on which ActiveState versions).
If you absolutely require ActiveState perl 5.16 for something, you'll have to figure out a way to hide it from GnuCash so that you can use Strawberry for Finance::Quote.
