Option two overstates your income .... not a good thing to do at tax time.

You might want to consider creating a suspense account under Current 
Assets. Name it "rebates", or "rewards" and when you buy discounted 
fuel, allocate that particular payment to the "rebates" account. Add to 
the rebates account when you receive the fuel card in hand with the 
imputed cash value and when you buy fuel, it is recorded as an ordinary 
fuel expense.
