This is a known issue, see

In summary, apparently, it cannot be fixed until some future development
cycle.

I have found (2.6.2) it is much better if you wiggle your mouse pointer
around while waiting for screen updates in accounts window. Your milage may
vary.

Regardless of that, unless I missed something, the developers have said many
times that we should not use 2.6.4 on Windows due to serious problems.
We should use 2.6.3 on Windows, until they advise a workable 2.6.4 is
available.
